Kenny Gee of Abbeycom Limited has submitted a change of use planning application to Colchester Council for 12 Mason Road.
This area of Mason Road is home to mix of businesses including Go Bananas and AirHop Trampoline Park.
If approved, the building will be turned into an indoor golf facility.
A planning statement said: “The application site comprises an existing warehouse building that is currently vacant.
“The proposal seeks to bring the property back into active commercial use by establishing a modern indoor golf and leisure facility.
“The proposed development does not involve any external alterations to the building, and the existing external appearance, scale, massing and character of the property will remain unchanged.”
It is proposed the golf facility would have golf simulation bays and associated leisure space inside the building.
The plans would also offer “all-weather recreational opportunities”, and it is argued the business would be a “valuable leisure and community asset”.
The site would retain its nine parking spaces.
Plans also said: “the proposed development will deliver direct economic benefits through the creation of new employment opportunities.
“The facility is expected to generate two full-time positions, four part-time positions, these jobs will contribute positively to the local economy while supporting the operation and ongoing management of the facility.”
Reacting to the application, Castle ward councillor Amy Kirkby-Taylor said: “That is a brilliant site for leisure facilities.
"We just need to get more buses running down Cowdray Avenue and it will be perfect.
"It's also only a short distance from our existing Putt in the Park so hopefully this new one will be more driving focused."
The semi-detached building is currently on Rightmove for leasing at a rental rate of £39,995 per year plus VAT and has a total floor space of 3,116 sq ft.
It is unclear if it should still be on Rightmove as the golf facility plans have been submitted more recently.
A decision is yet to be made by Colchester Council.
A target date for a decision has been listed as October 5.
