The new development, featuring 132 bungalows and 100 apartments, would extend the Burnham Waters retirement community.
It is proposed to be built on a 20-hectare site north of Maldon Road, Burnham.
This is the second phase of the project, following the completion and occupation of some units in the first phase.
The community is intended for residents over 55 and will include a mix of one, two and three-bedroom properties.
The buildings will be arranged in cul-de-sac communities, and the proposal also includes a multi-use community building and additional affordable housing.
There will also be estate roads, footpaths, vehicle parking, and surface water drainage infrastructure, including swales and detention basins.
Open spaces, allotments, and hard and soft landscaping will be laid out.
The site, currently used for arable farming, is located within the countryside, about 50 metres beyond the Burnham settlement boundary.
The land is adjacent to the existing Burnham Waters retirement community on the north side of the B1010 Maldon Road, which is part of the first phase of the development.
The design of the new buildings will match the existing development, using materials such as slate roofs, horizontal timber cladding, red face brickwork, stone fenestration, farming oak posts, and aluminium louvres.
Fencing around each bungalow's patio area will be 0.9m high, made of black recycled plastic with a timber effect surface, following the same approach as the first phase.
Both hard and soft landscaping details, including hard surfacing materials, boundary treatments, and tree, shrub, and plant species, will be determined as part of the reserved matters.
The site for the new development is in a low flood risk area and features several public rights of way; an east-west section is shown to be retained.

The site is bisected east-west by a hedge and ditch, with the ditch being hydraulically linked to Pannel’s Brook, located 250 metres to the northeast.
The planning application was submitted by Burnham Waters 2 Limited, with The Planning and Design Bureau Ltd acting as the agent.
A target decision date of June 30 has been agreed with the agent.
