Stansted-based developer City & Country is seeking permission for two schemes in Uttlesford, including up to 300 homes on the edge of Stansted Mountfitchet and a further 180 homes near Birchanger.
Planning officers at Uttlesford District Council have backed the proposals ahead of a committee decision, citing their design quality, sustainability and ecological benefits.
The Stansted development would include a shop, café, nursery, care home and land for a future village hall, while the Birchanger scheme focuses on improved walking and cycling links between communities and enhanced green spaces.
A council planning report described the design as “exemplary and exceptional”, praising its “place-specific and landscape-led response”.
It also highlighted the creation of a green corridor and habitat bank between the two sites, aimed at preserving the separation of the villages and preventing them merging.
The report said this would “reinforce the retention of a meaningful and permanent landscape buffer… maintaining their distinct identities and the openness of the intervening countryside”.
City & Country said half of the homes would be classed as affordable, exceeding local requirements and helping to address demand from around 1,400 households currently on the council’s waiting list.

The developments would also include 15km of new or improved pedestrian and cycle routes, a community orchard, and the restoration of historic woodland and hedgerows.
Both schemes are expected to deliver biodiversity net gain significantly above the required 20 per cent.

“The schemes have been designed to address local housing needs while delivering significant community and environmental benefits.
“As someone who has spent most of their life living in Uttlesford, I wanted to do something really special.
“The vision for these sites is to create distinctive, contemporary rural communities that are intrinsically connected to the unique landscape and architecture of Essex.”
The homes have been designed by Stirling Prize-winning architects Feilden Clegg Bradley Studios and are planned to meet Uttlesford’s latest sustainability standards, aiming for net zero operational carbon.
Developers say the schemes would also contribute funding towards transport improvements, education, healthcare and emergency services.
City & Country, headquartered in Stansted Mountfitchet, has previously delivered projects across Essex including Priory Fields near St Osyth, Sanderling Reach on Mersea Island and a scheme in Manningtree.
The proposals will now be considered by Uttlesford District Council’s planning committee at a later date.
